According to the final Water Supply Review for 2015, the NRCS (Natural Resources Conservation Service), Oregon's snowpack in the winter of 2015 peaked at the lowest levels ranked in the last 35 years. Numerous snow monitoring sites set records for the lowest peak snowpack and earliest melt-out date since measurements began. Streamflow is presumed to be well below normal through the end of summer, especially in the driest regions of the state. The current statewide average precipitation is 88%.

In western Oregon, the snowpack topped 60-90% below the normal amounts. The snow melted three months earlier. The snowpack in the Eastern Oregon was insignificantly better, peaking 30-80% below average levels and up to 2 months earlier than usual. Lack of normal snowpack has led to lowest streamflow for the state. According to the National Drought Monitor, most of Oregon is included in the severe to extreme drought group. In 2015, Governor Kate Brown declared a drought state of emergency in 15 counties, as a result, and water shortages across Oregon are expected.

The official drought is in place for 2015 in the following counties: Baker, Coos, Crook, Curry, Deschutes, Gilliam, Douglas, Grant, Harney, Hood River, Josephine,Jackson, Jefferson, Klamath, Lane, Lake, Malheur, Morrow, Sherman, Union, Umatilla, Wasco and Wheeler. Lynn County requested drought declaration on August 19, 2015.

For homeowners in the state of Oregon, limited water supplies means the necessity to cut down water used for landscape irrigation. Water Resources Department suggests to water before 10 am in the morning to prevent water evaporation, fungus, and other lawn diseases. But water costs are rising across the country. In the city of Portland, Oregon, the rate in 2015-2016 is $3.940 per unit compared to $3.682 in 2014-2015. Water in Oregon is cheaper than in California where in 2015, the single-family household is charged $4.86 per unit, $6.52 for each additional unit after four used, and $12.40 for all wastewater units. There is no tiered pricing for Oregon water users yet. But as drought spreads, water agencies will increase prices to encourage businesses and residents to conserve water.

    California drought worsening: New water restrictions carry penalty of up to $500

    As California imposed its first-ever statewide rules to punish water wasters, a new survey showed why state officials say the drastic measures are needed: Californians actually increased their water use amid the worst drought in decades. The new rules, approved by the State Water Resources Control Board on a 4-0 vote, impose new restrictions on outdoor water use starting Aug. 1 that could result in fines of up to $500 per violation. Gov. Jerry Brown in January asked Californians to slash their water use by 20 percent. But a new state survey released Tuesday showed that water use in May rose by 1 percent this year, compared with a 2011-2013 May average. The survey of 267 water providers by the water board found that water consumption in the Bay Area dropped 5 percent. But in coastal California, south of Santa Barbara, consumption rose 8 percent. "California is in the worst drought we've seen in our grandparents' generation or beyond," said Felicia Marcus, the water board's chairwoman. "Fields are going fallow. Thousands of people are going to be out of work. There are communities that are out of water -- they're bathing out of buckets and water trucks are coming in to help them. "But many parts of California don't seem to realize how bad it is," she said, "because they are so far away from their source of water. We are all in this together, and this is not a time to waste water." The new rules ban washing cars without a nozzle on a hose; watering driveways or sidewalks; using potable water in ornamental fountains; and over-watering landscaping so that water runs off into roads and adjacent properties. Recycled water is exempt. Under the new statewide rules, any agency that does not impose mandatory conservation measures could be subject to state fines of up to $10,000 a day. But it remained unclear Tuesday whether local agencies will be able to keep in place rules that don't include enforcement or penalties. It is crazy to read published statistics that plainly show that the use and price for water consumption in areas like Milwaukee to have a total monthly water bill that costs less than the cost of a blue-ray disc, to places like Phoenix where the total might be $35-40 per month then to a whopping $68 dollars for the same gallons per day as those in Phoenix and pay twice as much! Now, normally one would assume that this somehow is a reflection on the area's geographic location as well as whether they are is in the northern or southern hemisphere. I would bet that arid and dry areas would be those who use less and conserve more, in turn showing some sort of fiscal reflection in that those who are accustomed to using less pay less, and so on and so forth. But, strangely it is the complete opposite. The survey, conducted by Circle of Blue over the last several months, also found that average daily residential water use ranged from a low of 41 gallons per person in Boston to a high of 211 gallons per person in Fresno, California. . The Circle of Blue survey includes data on water rates and water usage from the 20 largest U.S. cities, according to the 2000 Census, and ten regionally representative cities to gain a broad view of urban water pricing. The survey comes as municipal water departments and their customers across the country contend with the ironic and unintended consequence of the economic recession and water conservation. In most major cities water use is declining while rates charged to residential customers are rising. So, as this is quite a lot to absorb in one tiny little blog entry.
